This is both an expression of angst and a reference to the aforementioned Howard Beale’s plea to his viewers.

Howard Beale was the fictional news anchor in the classic film, Network, who famously ranted on air about the miserable state of the country and how the news was used to both scare and placate Americans and then urged his countrymen to rise up and declare that they were “mad as hell” and that they were “not gonna take it anymore.”
