He is saying that yes, even though Abraham Lincoln freed the African American slaves, but laws were not put into place for the discrimination that would take place later on in history (Jim Crow Laws).

The irony is, that Lincoln freed the slaves, but African Americans are still receiving prison dates and getting locked up in prison, like they were slaves.

Vince also jokes about how the use of an Abraham Lincoln (five dollar bill) is used for food.

Track #12 on Vince Staple’s first mixtape Shyne Coldchain Vol. 1, produced by Raider Klan member Key Nyata. This short song contains only vocals from SK La'Flare, who is featured through out Vince’s music and his friend.

SK references the movie “A Nightmare on Elm Street’s” antagonist Freddy Krueger, who attacks people who believe he exists, through their dreams. Hence the title of the song.
