The hook comes in during a time in the song where the music becomes even more washed out and this line is repeated. The repetition illustrates that this cycle is repeating; there is nothing we can do to stop it.

It is widely believed that this line is inspired by a pivotal and emotional scene in Twin Peaks Season 2, Episode 14. During the episode, the line is repeatedly spoken by an otherworldly character known as The Giant (and later as The Fireman), as he warns the show’s protagonist that the murderer he is investigating is currently taking another life.

Beach House has also referenced the influence of Twin Peaks in their “Wishes” music video, which featured actor Ray Wise (who plays a vital role in the show’s core mystery) atop a white horse (a reoccurring visual from the show), and given the show’s themes of “visions”, “complete illusions”, and “bodies lying in the sand,” this connection seems likely. Victoria Legrand is known to respect Twin Peaks director / co-creator David Lynch and has mentioned this in interviews:

That’s why David Lynch is one of my favorite American filmmakers, because he’s all about that flipside. I love him to death, and not to be really corny about astrology, but I’m a Gemini, so I’m very dual. I love something and I hate it at the same time, so that probably comes out in the lyrics.
