Juvie could also mean a Juvenile delinquent

Juvenile delinquents are minors, usually defined as being between the ages of 10 and 18, who have committed some act that violates the law. (criminal.findlaw.com/juvenile-justice/juvenile-delinquents.html)

Which in this case would continue an ongoing theme by Rick Ross which stemmed from the previous line where he was talking about a convict.

  • to “blow” in slang can mean to gain notoriety, or to “blow up”.
  • The Middle East is a region stereotyped for having a lot of violence and bomb blasts, hence Kanye West making the Midwest “blow” like The Middle East

What he means by dazed when sunny is he’s high as fuck in the day time, and then the line following it refers to the first half of the line when he says “tummy empty,” so he needs to get money to buy food and shit. Might also have something to do with the fact that when your stomach’s empty you get way higher.
