Posting up is a basketball term which refers to someone establishing their position at an area near the basket, shielding his defender behind him with his body so that he can receive the pass with ease.
Ali uses basketball terms to explain how he is explosive from every part of the game. Much like Ali rapping skills, where he talented at both free styling and written raps, he is just as deadly under the basket as he is from the three point line.

Everything has its breaking point. Rappers are wasting their potential and pushing hip hops limits in a detrimental direction(non lyrical hype music). These rappers see a vast pond of fish(huge music industry) but don’t understand the consequences of over fishing(pushing limits).

Ali uses a metaphor, comparing certain rappers to a parrot. Much like a parrot repeats certain words without consciously understanding the meaning, these rappers are unoriginal and repeat what they hear on the radio (airwaves). This lack of originality and loss of translation is what keeps Ali one step in front of his competition.

Jugular veins, are veins that run through the neck bringing deoxygenated blood from the head back to the heart. Hence decapitation would prevent necessary blood flow.
However, Ali does not mean this in a literal sense.
He is implying that they (the government) are trying to make us only use our brain(what benefits me most) without using our heart(thinking about what is right and wrong and how it affects others).
In the quran it says that God as as close to man as his jugular vein. So Ali is definitely refering to this. It ties into Safa and Marwa line and the one after it about the sacred life line
