Healy is suggesting that they not only consider their going against the law, but look at the broader (and quite closed minded) societal attitudes towards the drug, which are often misinformed. Added to this, Healy challenges them to reflect on how they have been taught to think, hoping this helps to open the minds a bit.

These lines could also be the narrator’s inner thoughts just after getting pulled over by the cops which references the self-conscious, introspective and paranoid feelings when you smoke weed. Due to the effects of marijuana, the narrator has to be very careful how he acts in front of the officer, and because he is so stoned, he even has to “think about how to think”.

Because weed is illegal in most countries/states in the world, people who want to smoke it have to go to places where they won’t be caught by the law. These are often places in town or just out of town that are not very well known.
