Weed is well known to make people thoughtful and introspective. Healy is suggesting that they not only consider their going against the law, but look at the broader (and quite closed minded) societal attitudes towards the drug, which are often misinformed. Added to this, Healy challenges them to reflect on how they have been taught to think, hoping this helps to open the minds a bit.

These lines could also be the narrator’s inner thoughts just after getting pulled over by the cops which references the self-conscious, introspective and paranoid feelings when you smoke weed. Due to the effects of marijuana, the narrator has to be very careful how he acts in front of the officer, and because he is so stoned, he even has to “think about how to think”.

Possibly speaking about both the weed habit and the life of crime. People in both cases regularly threaten to stop doing what they’re doing, without making good on the promise. This is similar to that famous line from The Godfather III:

It was released as a single, from Kool G Rap & DJ Polo’s 1992 album “Live and Let Die”.
