A levee is a slope or wall used to hold back flood waters, in which case they are “bearing a ton” of water. This is more relevant since Hurricane Katrina (which caused the floods in Weezy’s hometown of New Orleans) happened a couple years before “Da Drought 3” was released.
This is also a double entendre, as it’s referring to Barrington Levy, a reggae singer.
