Right on time conscience
R.O.T.C. normally stands for Reserve Officers' Training Corps, a program offered by colleges where students receive military training in their chosen branch in addition to their normal classes. Many scholarships are earned by taking this path, however, it requires a certain number of years of military service following graduation.
There is, perhaps, an underlying theme here regarding the fact that blacks are urged to join the military by a racist society, something Kendrick has commented on in other songs.
However, Kendrick’s use of the acronym stands for “right on time conscience.” In the song he reveals on June 6th he was going to quit rapping and start making money dealing, until right before he was going to start selling and his conscience kicked in.
