Stable is when the Ba'ath had Baghdad
Lupe is implying that Baghdad, the capital of Iraq, was better off before the invasion of the U.S. after the attacks on September 11th. Iraq has been unstable and its people have seen a rise of violence since the invasion. Also, the death toll is outrageous.
“De-Ba'athification” occurred in the early stages of the occupation, as its members were considered disloyal. Saddam Hussein’s ruling Ba'ath Party counted as its members a huge majority of Iraq’s governmental employees, including educational officials and some teachers, as it was not possible to attain such positions unless one had membership. By order of the CPA, these skilled and often apolitical individuals were banned from holding any positions in Iraq’s new government
