“Section 8” is a Federal housing assistance program that covers a large portion of rent and utilities for people with low incomes. It is often used in “projects” and other low income housing complexes. The term is therefore associated with drugs, crime, and other social ills that—fairly or not—are mentioned in the same sentence with the term “low income housing.”
Kanye often calls out the south and west sides of his home city Chicago, where many of the remaining low income housing complexes of this city are found. Using the term “section eight” is most likely an acknowledgement that he is just like many of his fans who grew up in areas where section 8 housing was common.
