In this line Lupe Fiasco is talking about a manga called Dragon Half. The story follows, Mink, a half human/half dragon teenage girl who can fly with wings that appear when needed, can breathe fire, and is overall very strong and resistant to most forms of damage. With so many references to flying and rising in this song (he spits fire and haters don’t faze him) Lupe and Mink have many similarities.

Interscope means the literal record label, and also “enter scope” as in becoming a target for his gun. (Also note the “endoscope” possibility, which is how doctor’s look in side organs and stuff with tiny cameras)
IV'ing refers to the literal head of the Interscope record label, Jimmy “Iovine” and an IV is how medicine is introduced into the body through the veins during surgery, which is what you would get put on if you got shot.
Also, asking the audience not to “interscope” could also mean he’s asking us not to read too much into the previous line and take it as a diss towards Interscope and Steve Stoute.
