The British I. Background of the Present Crisis by National Security Council

Pax Britannica, the name given to the 100 years the British Empire was a global hegemon. Such a degree of global influence and power was only realized by two nations: obviously, the British in their “British Century” (1815-1914) but also by the United States in the aftermath of World War II (1945).

At the time of this drafting, Roosevelt had already ensured the British Empire was finished through “decolonization”—something that ended up leading the way to “neo-colonialism” or the redressing of imperialism in a more rhetorically pleasing skin. Neo-colonialism and thus American imperialism had not been taken up totally at this time but helps form the overarching theme of this document: there is a historically unique power void and we are the only ones in any position to take it—we simply need to convince ourselves to commit to doing so.

Japanese I. Background of the Present Crisis by National Security Council

An in-depth study of the “Pacific War” between the United States and Japan titled War Without Mercy:Race and Power in the Pacific War (found here) presents probably the clearest account of Japanese fascism. All of chapter 10 is dedicated to the source material for the Japanese internal document, An Investigation of Global Policy with the Yamato Race as Nucleus”, a 3,127 page study into race relations within a highly organized, seriously planned Japanese Empire. An empire which would go on to control East Asia and establish and defend a “Greater East Asia Co-Prosperity Sphere”.

In a system pretty similar to the US’s internal planning documents (ex. NSC 68) after WWII, the Japanese argued that the expansion of their influence and power was necessary for order in the area. Japan, and Japan alone, could bring prosperity and security to East Asia. It would craft the “Greater East Asia Co-Prosperity Sphere” in a way that would satisfy Japan’s needs, of course presented as what was best for the region.
