Colin Powell is an American Statesmen and former four-star general in the United States Army. He served under President Bush as the 65th Secretary of State from 2001-2005 (being the first African-American to do so).

CC is an e-mail term meaning Carbon Copy, where a copy of an e-mail is sent to multiple other recipients.
Therefore this is a metaphor of Monch trying to share his experiences with his friends, but they in turn grew apart from him.

Notice the alliteration of the sound ‘s’ as well as the consonance in this couplet.
