He is mowing the lawn of the people in his neighborhood, but leading the listener on to believe that he is the neighborhood weed dealer. He would be coming back every week because that is typically how often you cut your lawn, but from the drug dealer perspective it would be so their clients could re-up on product. No sticks is slang for saying that his “weed” wouldn’t have any stems in it. In reality he is talking about cleaning the sticks up in the yards he was mowing.
