This line is extracted and reinterpreted from the famous 23rd Psalm:
“Yea, though I walk through the valley of the shadow of death, I will fear no evil: for you are with me; your rod and your staff they comfort me.” (Psalms 23:4)

God is with Kanye as he lives in Chicago, just as God was with David.
Kanye’s clever wordplay punctuates the line (“Chi where death” sounds much like “shadow of death”).
As Ye walks through Chicago he feels it’s just as much a barren valley of death, only in a moral, ethical, and religious sense.
The line references the infamously high rate of murder and gun violence in Chicago (the Chi) where Kanye was raised. It’s so prevalent and has been there for such a long time that it’s become the place where Death is always around.
