This line begins the card metaphor that continues throughout the verse. In a card game each person is dealt a certain number of cards. This is similar to the circumstances you are born in.
Considering the next few lines, the beloved tyrant could be the system, which tries to tell you that you don’t matter.
Also, T-Rex is a battle rapper who always starts his verse with the phrase, “Grown man bars is something you gotta deal with”
Lupe calls him ‘beloved’, taking a page out of Loaded Lux’s book, who calls his opponents his beloveds upon battling.
