This is Ol' Dirty Bastard being quite…a dirty bastard in an interlude off of Trials & Tribulations Of Russel Jones. However it has a much deeper meaning than the what see superficially.
Ol' Dirty Bastard has made it from the hood through several hardships, and now he’s using an extremely fancy and nice looking bathroom, one which he could never have had handed to him. The bathroom is a symbol of making it through to the upperclass.
He’s not accustomed to this because he’s still hood in his heart, that’s why he’s unused to the protective covers on the toilet seat and this simple task of using the bathroom is a problem for him.
