Where all fiddler crabs congregate and get pampered for bickering
Fiddler crabs are known to fight amongst each other. He personifies Icarus' failure as a place where these people, similar to these crabs meet together to argue. As we learned, these people are cowards, so their fear causes them to start fighting, which in this society they are rewarded for. When they find something they can’t get they blow it off and say “life’s a bitch”, and continue to argue without getting anything done.
The use of crabs to describe these people invokes imagery of crabs in a bucket, where each crab wastes too much time fighting each other to realize they could work together and obtain freedom.
