I think this part ties in with the Klu Klux Klan part. The KKK used to burn crosses and Lupe is saying that since they both don’t have “green” (money) then the KKK can’t afford the gas to burn crosses.
Lupe is saying that its ironic how even as a broke white racist struggles to pay for necessities like gas, he is still seeking to burn his cross (to be racist and hateful towards people likely in the same economic situation as him) rather than looking to improve life for his family or his class.
