Innocent folks have given up the hope of attaining prosperity the legal way. They then “fall,” or begin to hustle. They’re most likely trading in their wings for material pleasures.
On an opposite, but still related note, Jay-Z said

That Jay Electronica thinks that hustlers are fallen angels suggests that he thinks they’re born good, and that socioeconomic conditions corrupt them. This might also signify that they’ve become enthralled in short-term goals (prosperity on Earth, rather than prosperity in Heaven).
