It's war on the streets and a war in the Middle East
Pac wrote “Changes” in 1992, about a year after the United States ended a war in the Middle East: “Operation Desert Storm” (aka. The Gulf War), which involved Iraq and Kuwait.
The song was released on October 13, 1998 (not even 2 months after its release), “Operation Infinite Reach” (the US’s code-name for the August 1998 bombings of Afghanistan and Sudan) was implemented.
Since then, there has still been war on the streets… both in the U.S., and in the Middle East.
He’s also making a comparison between the harshness going on in the Middle East, and the bullshit on the streets
He’s also referring to how America is paying more attention to wars in foreign countries than the corruption in Americaduring the 90s
