On March 19, 2003 American troops entered Iraq in what would become the start of the Second Gulf War.

Several cases of Severe Acute Respiratory Syndrome were identified in early 2003 as well, largely in China. By March of that year, SARS infections were geographically spreading out. The Center for Disease Control’s first briefing on SARS took place the very week of the initial American invasion of Iraq.

Both the war and SARS, along with other, concurrent geopolitical events, contributed to American and international feelings of lack of control and fear.
