In Old English times, when a monarch would discuss personal issues relative to only him or her, the word “I” was used. However when discussing issues relative to the country as a whole, the “royal we” was used.
eg. from Hamlet by Shakespeare: King Claudius says: “WE with wisest sorrow think on him, and WE must enter this warlike state…”
The “we” is used because as a monarch, he is speaking on behalf of the people he represents and in Gambino’s case (being that he is the “leader” of his group, Royalty, he is speaking on their behalf as well
