Like he said before, his “mind is really distorted”, and so now that his brother has been shot, Dave wants revenge.
He doesn’t care who it is, but somebody has to pay. There’s this demonic force possessing him to kill, and he is too fired up to scratch anyone’s name off the list of possible murderers, making everyone a suspect.
“Everybody’s a victim” plays like a double entendre, since regardless of the demon controlling Dave’s brother, it’s a heavy truth in Compton: all of the lost friends and family, in Dave’s brother’s distorted view, were victims of senseless violence. The demon is prevalent, and anyone walking in their world at a given moment, could be a victim to someone from the other side.
It also sounds like “Everybody’s evictive in my eyes”, which means that he has written off everybody close to him and is now clouded by his newfound dark emotions.
