Lupe is very likely referring to the people called out by name in Control that haven’t made a response and instead have just chosen to post to Twitter about it.

Lupe may also be talking about his lyrics being hard to decipher. Hence, make a little bird (Twitter account) to follow him and get the words he says. Tweets are limited to 140 characters, thus you have to keep things simple, which is the total opposite of Lupe’s music.
Those that don’t understand Lu’s raps could give up and “make a little bird” as in flip him the bird (give the middle finger) as if to say, “Fuck you and your raps”.
Continuing the Hitchcock theme from the previous line this is also a reference to “The Birds” which is about violent bird attacks over the course of a few days.
Can also be about origami birds. When a 1,000 of these are folded, good luck is granted. So Lupe suggests you should make one before continuing, to obtain some good luck or you will be lost in translation.
One can find origami boats as well which ties with the sea theme.
